THE BIG PICTURE Changing realities Globalization and the Knowledge Economy Developing countries are faced with enormous pressure to make a successful transition from the pre-globalisation era into the new globalised economy structure. Despite the fact that India is on the fast track of development, the Government is faced with - The challenge to enable majority of the Indians to participate in the benefits of growth and to contribute to that growth. The current knowledge oriented economy requires a new generation of skilled people capable of competing at a larger, global platform. To do this the largely unskilled Indian labour force must have education and training that equips them for the new knowledge based labour market. One of the sources of the skilled workforce is the vocational education and training system. However, the current system is not being able to appropriately respond to the needs of the market. A key national issue, therefore, is what interventions are needed to improve the effectiveness of the vocational education and training system.

International Skill School The Institution A knowledge economy requires India to develop the next generation of workers – knowledge workers and knowledge technologists – who can be the driving force for innovation and growth. To achieve this India needs to define a new typology of institutes that break away from established norms in vocational training and focuses on the development of core capabilities and critical technical skills in a revolutionary environment. The challenge of skilling / upskilling the labour force requires enhancement of supplementary skill development using state of-the-art technology and equipment under the tutelage of renowned individuals from various industry verticals. The institution needs to be attuned to latest global thought processes and ideas and be capable of transforming the skill landscape of India and impacting the livelihood of millions of people.  The ‘International Skill School’ aspires to be the embodiment of this need- A Premiere Global Indian Institute offering holistic skill training that brings the desires and aspirations of thousands of trainess, ranging from educated unemployable youth to drop‐outs and potentially talented unskilled workers, closer to fruition. The Skill Building Challenge The Essence of the Competition Current architecture trends emphasise aesthetics, design and authorship. With the “Skill ‘Building’ Challenge” we are attempting to overturn this trend and provide a rare opportunity to build history with the design of an ‘International Skill School’ with an overarching social and economic outlook. The open to all competition challenge calls for the creation of a prototype building of 25000 sq ft built up area which will be replicated and contextualised to be built across several Indian cities. The Skill Building must be a national landmark with an international appeal fusing core principles, design and functioning and act as a benchmark for future training institutions. The building design must unite the various sectors it caters to either by its aesthetic concepts and sensibilities, intelligent and judicious use of materials and generate a sense of ownership and pride in the trainees, enabling them to find a place in the future of booming India. The ‘International Skill Schools’ need an architectural manifestation capable of expressing its core intention of being a pioneering training facility that aids in catalysing the seamless integration of trainees into the global workforce fabric. The Skill Building Challenge Site Area THE CHALLENGE DETAILS Total built up area : 25000 Sq.Ft. Total site area should be approximately 1 acre and not more. The shape of the site should be rectangular with a maximum width of 55 metres Construction Inputs The cost of construction of the project should not exceed 1000 INR per sq. ft

EVALUATION CRITERIA The winners of the design competition will be selected on the basis of the following broad criteria: Impact of the Building The winning proposal has to possess the quality of a new landmark and represent a state of-the-art architectural edifice for the “future of vocational education design”. The entry must employ methods of integrated design, including using sustainable measures and cohesion of the architectural concept for the proposed ‘International Skill School’. Innovative Concepts The organisers are looking for unique building ideas, that stem from the competition brief and views it in a different light, offering concepts worth developing such as the proposal of a 24/ 7 school. Efficiency of design Besides the overall architectural, aesthetic and functional assessment of the entries a specific assessment will be made of the way in which integrated design has been used from a point of view of construction costs and building technology. The winner should be prepared to enter into an intense dialogue with the competition organisers about the buildability of the project, the principles proposed and the costs of the solutions. A total amount of INR 2 lakh will be awarded to the winner of the competition. The winner of the competition stands to receive the right to commission of the International Skills School Project. The Architect / Team / Firm on commissioning the project will be remunerated for architectural services as per Council of Architecture, India (COA) norms. The Architectural design: The Concept: The driving force behind the design. Site plan (Massing diagrams and volumetrics, overall organization scheme). @ 1:500. For each individual building, floor plans of all floors in scale 1:200 with schematic representation of interior and description of summaries of functional areas. Cross sections illustrating basic principles of a structural design of the School building/buildings in scale 1:100 specifying usage and concepts. All elevations in scale 1:100. Details in appropriate scale. Perspective views of the architectural design of the iconic structure.   Competitors are free to choose any technique they want to, provided that the building proposed and landscape and urban furniture are illustrated in correct proportions in relation to each other. Descriptive report including tables : A general report shall include downsized posters summarising the graphical part and a brief and clear explanation of the basic principles of the design with particular emphasis on: General concept of the architectural design of the ‘Skills’ School General site adaptation for the school, Simple description of operational and spatial relations inside the building, Brief technical description of the structural design and materials used, Calculation of areas using the sample table, Estimated costs of the Project execution based on evaluation of the proposed sqm. The report shall not exceed three A4 pages using font size 12, bearing the Firm Name.   SUBMISSION FORMAT The report including the required text and the tables and reduced plans shall be submitted as a MS 97 word document. The proposal will be high resolution PDFs / Jpegs printable at 4 A0 size sheets.
