“I am also encouraged by the recently launched Rural Kenya Open Defecation Free by 2013 Campaign” - UN Secretary-General Ban Ki-Moon, at the launching of ‘Sustainable Sanitation: Five-year Drive to 2015’ (on 21 June 2011)
What might have inspired the UNSG to make this remark?
A magical achievement in Kenya; 746 villages (571, 231 people) declared ODF within 6 month period (August ’10 – March ’11)
Role of District Level Reflection and Government Leadership in scaling up CLTS Lessons from process monitoring of CLTS in Kenya
Government leadership: 7,000 Staff
Government (MoPHS) leadership: MoPHS adopted CLTS as official strategy, identified CLTS Champion and appointed National Coordinator Regional Coordinator appointed at the regional level and entire staff (national, province, district and community level) mobilised on CLTS; leaders fully participated Knowledge management hub established: 8 full time staff Timely actions taken based on emerging lessons Prepared road-map for Rural Kenya ODF by 2013 and launched by the Hon Minister CLTS reflected into Annual Operational Plans and Staff Performance Contracts Exploring ways to link CLTS with supply of sanitation solutions
District level reflection and learning Venue for continuous reflection, peer-learning and finding solutions jointly with wider stakeholders (I/NGOs and others): - Increased follow up support after triggering - Collection and compilation of M&E data is inadequate
District level reflection and learning
Ensure the leadership of mandated sector institutions: offer capacity building as needed Institutionalize a mechanism for continuous learning and reflection at all levels Make provision for full time facilitators Incorporate passionate natural leaders and NGO staff Harmonise CLTS with supply of sanitation solutions: identify potential micro-entrepreneurs from within the communities and provide support on developing business on manufacturing and supply of sanitation products Let’s walk the talk! No business as usual Recommendations
