Piloting of CLTS CLTS and its adaptations were piloted from 2004 to 2007 in several parts of the country. Official scaling up of CLTS commenced in 2008 which also coincided with International Year of Sanitation (IYS) CLTS adopted as a major approach for rural sanitation in the country and included in the government approved strategy for scaling up rural sanitation. CLTS adopted as the approach for achieving the planned target in the 2008 IYS Action Plan.

Promotion and Scaling up of CLTS -1 Human Capacity development towards creating a critical mass of skilled professionals that can effectively promote CLTS. With the support of UNICEF, an International Consultant (Kamal Kar) was engaged twice (2009 & 2010) to conduct “hands-on” trainings on CLTS and mentor master trainers to conduct subsequent trainings. Sub-national trainings at State and LGA levels were conducted. Identification of Master Trainers and engaging them to facilitate trainings at national and sub-national levels. Adopting a complete ward of triggering as part of CLTS training workshops.

Promotion and Scaling up of CLTS-2 Institutional strengthening and assigning clear roles and responsibilities for CLTS promotion at national and sub-national levels. Development of Local Government Scaling up Plan. Sustained advocacy and sensitization on the Scaling up Plan for adoption and funding. Identification and empowerment of Natural Leaders, Women Groups and Community Based Organizations for CLTS promotion. Engagement of Natural Leaders as Community Consultants to facilitate CLTS promotion in neighbouring communities. Focusing on Ward/LGA wide interventions for scaling up.

Promotion and Scaling up of CLTS-3 Promote exchange visits among ODF and OD communities and also between states and LGAs Development of mechanism and guidelines for certification of ODF Communities. Monitoring, Verification and Certification of ODF communities. Knowledge Management and Networking through the introduction of Annual Roundtable Conference on CLTS. Award to CLTS Champions during the Annual Roundtable Conference. Introduction of State Ambassadors comprising of influential leaders for sustained advocacy and sensitization of policy makers on CLTS.

Some Lessons Learnt Scaling up could be better achieved through the empowerment and engagement of Natural Leaders. Effective facilitation and follow up are essential for the attainment of CLTS objectives. No hardware subsidy approach can really work for sanitation development in rural areas with effective CLTS promotion. The LGA/Ward-wide approach provides a viable platform for positive competition and rivalry to achieve and sustain ODF. Engagement of traditional institutions is critical in sustaining ODF status through enforcement of local legislations. The National CLTS roundtable conference and award to CLTS champions are serving as catalysts to motivate states, LGAs, and communities to adopt and scale up CLTS. The on-going verification of State certified ODF communities by NTGS further motivates states and LGAs in scaling up CLTS
